If I understand this correctly, a concerned parent may take their student out of a school that is not doing well and send them to a school that is doing well.

Now the school that was not doing well loses the following: concerned parent, prized child, and the funding attached to the student.

Schools that were just a bit under-performing may quickly become failed schools. What will the cure be? Of course…convert them to a charter or a voucher.
